A loom consists of millions of fine cords which weave matter and biodata together. For several days spirals of data flow down these cords and are woven into a mesh. From this mesh a Gallifreyan Childe is formed.
*headdesk* *headdesk* *headdesk*
From the colour coding I'm guessing this is either from the Faction Paradox spinoff or completely made up? 'Childe' sets my teeth on edge in Buffyverse fic let alone it invading DW as well...
Also, this bit is marked as telly canon, though I can't remember it: Gallifreyans are not considered full adults untill they are 200 years old
So Romana's a child? Erm, that's just a bit dodgy...

If you take this seemingly-arbitrary 200 to be the equivalent of a human being 21 then she's about 15 *g* I'm sure her family just adore the Doctor for running off with her.
